Google runs out of resources sometimes so you will need to try another region. If you're using Virginia region, try a different one till it works. If that doesn't work, then make sure you don't have any active proxy servers because your quota might be used up, so delete the existing ones and try again.

When first asking for an increase, ask for an increase anywhere from 15-20 IP addresses and CPU limit. Once approved, ask for a higher limit. Start slow and work your way up. You can use different excuses to get this raised such as "Proxy servers for marketing data scraping purposes" or "I teach a summer class on programming and I provide my class servers". Try to be clever - this could be anything.
You can also create more google accounts and get those limits increased on there. Little by little you can work your way up to being able to create a lot of proxies.
You can use your google proxies you made and use them on a sneaker bot that is on a windows server hosted by google cloud that is in the same location as your google cloud proxies. This will dramatically increase your speeds.
